IP Block List by default

On top of the IP Block List for each site, we would like to be able to block IP by default, perhaps in the account settings, so when a site is added, it inherits the default blocked IP.
As a developer, each time I add a site, I have to add my various IP lists to be blocked. It would be better if this list was added by default.
